Adopt-a-Street Application

Thank you for your interest in the Adopt-a-Street program. The City of Cornwall requires volunteers to complete a risk, waiver and indemnity agreements. Please complete this form, and a staff member will reach out to you shortly to arrange the pick-up of your supplies.

Please read the guidelines and waiver before proceeding:


Clean your street, sidewalk, park or waterfront area in nice weather, during daylight, at least once a month.

Work within your adopted area, on public property. Respect ‘No Trespassing’ and other restricted and private areas. Do not go behind fences or gates. Volunteers may bring litter home for normal curbside pick-up or place it in the City’s existing trash bins. If a large amount of litter is collected, special pick up arrangements can be made with the City by calling the waste management team at 613-937-1777.

Wear your safety vest, which identifies you as a volunteer and promotes the Adopt-a-Street program. Wear gloves. Light-coloured clothing is recommended. Long sleeves will prevent you from scratches and bug bites.


  • Use your grabber or gloved hands to pick up litter.
  • Stay hydrated. Reusable water bottles are environmentally friendly.
  • Use crosswalks and traffic lights, where available.
  • Avoid unstable or slippery ground and other potential dangerous areas.
  • Face oncoming traffic when entering or exiting the site you are cleaning. Be vigilant when crossing two-lane highways. Do not distract motorists.
  • Volunteers should avoid touching potentially hazardous or unhealthy items found during clean up sessions. This includes syringes, needles, condoms or dead animals. Participants should promptly report such items, along with objects that appear hazardous or could present difficulties in removing due to size, weight or other conditions (i.e. tires). Dead animals on City property should be reported to the Animal Control Officer at 613-930-2787 ext. 2615.
  • Report any hazards, such as erosion, dangerous branches, fallen trees, or damaged City equipment such as benches or street signs. Report graffiti, vandalism, dumping, and suspicious activity to Municipal Works at 613-932-5354.
  • Do not put bare hands or feet in an area that may harbour insects or poisonous vegetation such as poison ivy.

Bags and Bag Limits

  • Bag limits allow two bags or one container per household per week.

  • Volunteers who collect litter and bring it home can now put a special label on these bags. This applies only when you have more than two bags.

  • Volunteers who collect litter and leave bags of litter on the boulevard or street for pickup must put labels on them, for easy identification.

Return your supplies when you decide to discontinue the program. Your supplies will be offered to new volunteers. 

The City of Cornwall is not responsible should you have an accident. Please read the above-noted guidelines carefully before signing the waiver.




By signing this Agreement, you waive certain legal rights, including the right to sue.

Adopt-a-Street Program Requirements

I confirm that I am at least 18 years of age or older or participating with a parent/guardian/teacher. I agree to take care to minimize the risks associated with the Program and while participating in the Program, I will wear appropriate clothing and footwear, and use the tools and materials provided by the City. I will promptly notify the City in the event I am injured or property is damaged while I am participating in the Program. I understand that I am free to withdraw from or reduce my participation in the Program at any time. I agree to return my supplies to the City when I no longer participate in the Program.

Awareness and Assumption of Risk

I acknowledge that there are dangers, risks and hazards associated with participation in the Program including, but not limited to, the risk of injury, contact with dangerous debris, slips or trips, and falls on slippery or uneven surfaces and collision with passing traffic, and freely accept and assume all dangers, risks and hazards associated with the Program. I understand that the City’s workers’ compensation coverage does not apply to me as a volunteer.

Waiver of Claims, Release of Liability and Indemnity Agreement

In consideration of the acceptance of my registration and participation in the Program, I hereby for myself, my heirs, executors, administrators, or any others who may claim on my behalf:

  1. Covenant not to sue and hereby waive, release and discharge from the City, and anyone acting for or on the City’s behalf, from any and all claims of liability for injury, loss and damage of any kind or nature, arising out of or sustained in the course of my participation in the Program. This Release and Waiver applies to all claims, foreseen and unforeseen, including negligence and breach of statutory or other duty of care (including that owed under the Occupiers’ Liability Act).
  2. Hold harmless, release and indemnify the City from all liability for any loss, damage, injury or expense that I may suffer or that any of my dependants may suffer as a result of the Program due to any cause whatsoever including, without limitation, negligence, breach of contract or breach of any duty of care under the Occupiers’ Liability Act (Ontario) or other enactment on the part of the City.

I recognize that by signing this document, I am waiving certain legal rights, including the right to sue.
